With Issue 4, the renewal of a 1.9-mill property-tax levy to benefit Franklin County Children Services, voters are offered a solid deal: Without any increase in property taxes, the county will continue to benefit from a well-run child-welfare agency that has improved its effectiveness in recent years.
The Dispatch urges a vote for the levy.
The levy is one of two 10-year issues benefiting Children Services. Approving this levy will cause no change in taxes collected for Children Services. If it is defeated, the tax bill for a $100,000 property would decrease by $54 — and the agency’s budget would be devastated, losing $46 million per year, or about 25 percent of its operating funds. This would put Franklin County’s most-vulnerable children at risk of abuse and neglect.
