Is our adoption system in crisis?

When Michael Gove announced plans to reform the adoption system, he said there had been too much reluctance to remove children from “outright abuse and neglect”.

In his role as education secretary, Gove introduced measures to speed up the adoption process by setting official targets for how long adoption should take and publishing scorecards rating local authorities’ performance.

But although the number of children adopted has risen from 3,100 in 2011 to 5,050 in 2013, the number of children being put forward for future adoptions has plummeted since September last year.
